How did the system fail him? He caused over 55 million dollars in damage, put tons of people out of work, and closed the mall down for an entire year. That's lost revenue, jobs, endangerment to peoples lives, and destroyed inventory. If he wanted to kill himself he could have burnt down his house instead.
