There is gravity in the first dream ->thats why theyre falling. There is no gravity in the 2nd dream because the dreamer is in free-fall in the first dream. There is gravity in the 3rd dream because even though the dreamer in the 2nd dream is floating, theyre stationery/ not accelerating (for the most part anyway).

it was said near the begining of the movie that things at 3rd level (and in limbo) are very unstable ..... i suppose thats one of the reasons

The car being in free-fall resulted in a sensation of no-gravity, resulting in no gravity in the 2nd dream. But in the 2nd dream itself, they are just floating which didn't create a sensation of no gravity? (I know, it's a stretch...)
