Don't have illusions, all weapons are designed to kill. But a chemical weapon can't be "sadistic", its just a chemical compound, it doesn't have intent.
People who use incredibly lethal nerve gas on innocent civilians like Saddam did are sadistic because they have evil intent.
Also, the reason why the US didn't build 4,000 tons of powdered smallpox like the Russians did was because Richard Nixon (of all people) unilatererally decided to shut down both the BW and CW programs in the early 70s
