Exinum
When Stalin ruled Russia every citizen beLIEved the state had a file on each of them but after the regime collapsed it was discovered that they had files on less than five percent of the population
The purpose isn't so much to monitor everyone it is a psychological tactic to force people to comply out of fear of being watched
That brings me back to the point that people are eager to conform to the norm They will rat out their family rather than be seen as in any way subversive to the state
That raises the question of WHY it was VHS, but the taxpayers footed the bill for DIGITAL? Fraud? Payola? As for the man, he used his judgment based on his experience at that time, and felt the person who threatened him could harm someone, so he did the right thing. Protecting your fellow citizens doesn't make you a "baby," it makes you a man.
what a baby! A guy threatens him in public, but doesn't do anything and he files a complaint with the police. Funny that he mentions VHS TAPE when the new security system is supposed to be DIGITAL.
