You missed the important fact that CO2 levels FOLLOW warmer temperatures. Higher temperatures naturally yield more CO2. Global temperature trends have been rising. Blaming it solely on CO2 is naive and dangerous to the overall understanding of global trends in temperature. We can blame Al Gore for misleading so many people with his giant graph.

Furthermore, global warming refers to long-term trends. We'll still have some years that are colder than others (and winters, of course, will still be colder than summers) but overall most places in the world will see/are seeing increases in average temperatures.

Don't know if you are being serious or sarcastic, but yes, colder winters as well as hotter summers are global warming trademarks. Newsweek did an excellent article on this a few years ago. The real point is the overall trend, CO2 goes up over the years and so do temperatures. Could be slightly less this year because of global economy slowdown.
Also I did not remember that original question was about economic policies. Clearly the same there.
