Animal Parade Surprise Birthday Party for my Friends

This video does contain details about the Surprise Birthday Party that your Character will experience while he/she remains single in Animal Parade but it was created as a belated Birthday Tribute for two of my good Harvest Moon/Rune Factory friends who celebrated THEIR Birthdays recently. Mars-Frog and Dustin remembered MY Birthday, so the least I could do was to persuade Mayor Hamilton to throw a Surprise Party for them. I have been thinking about this question and it can't be based on heart level, at least not for regular characters. I suspect that Cain was there because he was the first character you meet, and of course the Mayor would be there. Bachelors/Eligible Girls may be the ones with the highest level at the time of your birthday though. I will confirm this...

just to ask...is it definetly the 3 highest heart bachelors/bachelorettes (depending if you're a girl or guy that is...) or is it actually the three people with the highest heart count at your b-day? ...just out of curiosity

It appears that if you are a girl, the three Eligible Bachelors with the highest Heart Levels will attend. If you are a boy, the three Eligible Girls with the highest heart levels will attend. Cain and the Mayor always are involved.
