Yeah, the song was used in one Grand Theft Auto trailer long before Watchmen did, however I do believe that the song was first introduced in a film called "Koyaanisqatsi"
The song is called "Pruit Igoe"
The makers of the Grand Theft Auto IV trailer had used the song in the same concept that the film did
