Why doesnt the government pay thieves not to steal. Pay the drug dealers not to deal and people speeding in traffic to slow down. Just pay them all off. That will downsize the goverment and fix their wagons.

You're forgetting a few things...
1. The slave owners would have had to agreed to selling them.
2. The slave owners could have just bought more slaves.
3. Even if there was a law against the slaves, the south may have ignored it or seceded, leaving us in the same boat.
