  • Two reasons: First, the frontage roads aren't built to the same standard as the mainlanes, meaning not as much base underneath. Second: There's only one thing worse than heavy traffic on asphalt, and that's little or no traffic. Without traffic, hot mix surfaces get brittle and fall apart quicker. Strange but true.
