The whole scene is a metaphor for world politics and conflict. The black guy and blonde-haired guys are from the West (America) and are considered "Dogs" while the Asian man and tan-colored man, most likely middle eastern, are the East (Monkeys). The game of Mahjong symbolizes foreign affairs and how leaders govern the world. The "cheating" represents a single accident, mistake, or conflict that causes the leaders to kill each other. It's Suda's way of showing how fragile the world is.

Essentially, they decided to commit group suicide because of "furiten", the guy who declared a win broke a rule, probably because he discarded a winning tile (5-wan) before. It's the most challenging element of Japanese Mahjong, I don't know if it's worth dying for though. Killer7 must be pretty scary.

Yeah, but the way the afro-american man spoke at the end made it sound like they weren't really paying attention to that until that moment. Also, lol@"you cheater!" Furiten ron is not really cheating, it's more like a blunt. A ridiculous mistake indeed, more so when you are in a hadaka tanki wait.

Declaring Ron while Furiten, a blatantly obvious one to boot, is a ridiculous mistake though. One that shames the entire group.

Maybe the winning guy cheated by switching tiles in his discard pile with his hand. Maybe the black guy was paying attention to everyone's discards, and noticed that the winning dude's pile didn't match up. For example, maybe after making all his calls, he had the two 5-Mans; will grabbing the 4th set, he switched a 5-Man for a off-suit tile in his own discards, then discarded that tile. It'd be pointless to win off the that 4th call since it was from his partner.
