Heidi Mendoza: What is Corruption?

This video was recorded when Heidi Mendoza gave a talk at a forum on corruption initiated by Communication Foundation for Asia last 28 February 2008 in Sta. Mesa, Manila. In the talk, Ms Mendoza narrated cases of corruption that she investigated when she worked for the Commission on Audit and the Office of the Ombudsman.
