@herecomesMrJefferson by school she means Kansai Gaidai University, where nearly everyone is of legal age. And i can answer your last 2 questions: Japan has Alcoholic vending machines everywhere, even right by parks where kids play. People value integrity and expect everyone to do the right thing and drink only when legal to do so, or hold onto their rubbish for 30 mins till they find a trash can, etc. etc. people in Japan generally just do the right thing.
