The reason Hogan did the job was because Jacques was retiring and he had the respect to job out to him. It is stated in the Death Of WCW book.

I believe this was WCW's first foray into Canada (or one of their first forays) and Jacques Rougeau was instrumental in bringing this event to Montreal since WWF really controlled Canada back then.
