According to Jim Krane, Nonresident Fellow at DSG, the UAE is one of the world's major storehouses of oil and gas, and yet it cannot produce enough feedstock to meet its fast-rising electricity demand. This paradoxical shortage of natural gas -- which affects five of the six GCC states -- has spawned Abu Dhabi's big ventures in solar and nuclear power. These investments could bring political and strategic benefits and some economic opportunities, but they won't fix the shortage for long -- not without parallel measures in energy conservation, a new concept in the energy-rich Gulf.
