Photoshop Elements - Sin City Effect / Pleasantville Effect

Video covers the basics about photoshop element on how to create the sin city effect.

This is my frist attempt of making photoshop elements tutorial. I'm more of a user of photoshop and realized that you can do this same effect using PSE. I'm not sure if these type of videos would work for crafters but just incase you're wanting to add this effect to your own photos the video will walk you though it nice and slow.
