It seems some people wii use their positions of power to release their pent-up perversions upon others under their control. If they are kept from violating Abu Graib prisoners, then they will find other avenues, including violating their own. It reminds me also of the violations of priests who took advantage of their offices to violate kids, and just as the leaders of the Catholic Church were culpable in covering it up, so would it be for any military commanders who would turn a deaf ear.
