The "pumping" sound was actually a gas leak. They were working to get it under control before something blew up. My best guess is during the flood a car hydroplaned and hit the wrong pipe. It was in my friend’s yard. They were forced to evacuate while they were fixing it.
Also I got to raft down the ditch once it went down a bit. It was so much fun but dang the water was cold.
