You can get Gregar SP only when you have completed all the other things in the game. I'm talking about the Library, Bass BX (nearly impossible if you haven't got a good folder) and Protoman FZ (really easy XD).

Latest game for DS is ZX Advent and no. The latest EXE game is EXE 5 Twin Leaders (Battle Network 5 Double Team DS) and that one is older than this one.
