Well, yeah this is a parody of Henry Kissinger. The accent, the rhetoric, the body type. He was a well-known figure to the generation of the makers of the Venture Bros. That's why there's Hunter (Hunter S. Thompson), Ted the psycho (Scooby Doo), Patty (Patty Hearst, the lady who was kidnapped and brainwashed by the SLA), Iggy Pop (famous protopunk singer), and Alestair Crowley (he made a resurgence in the early 70s).
