Lisbon Treaty: EU Preparing For "Quick Moves", Swedish PM

At a press conference in Strasbourg, Swedish Prime Minister Fredrik Reinfeldt says the EU is preparing for "quick moves" in the EU constellation that will be possible once Ireland has approved the Lisbon Treaty in a referendum on Friday 2 October,

'Before we have that we do not engage ourselves in saying that we already have the Lisbon Treaty; that is sending the wrong message to the Irish people and to the countries who have not yet ratified; I know this from politics before, you have to wait until the process finished and once it's finished we are preparing ourselves for a quick move over to the Lisbon Treaty. Everyone would like that, well, nearly everyone (laughs) before we think Europe would work better with the Lisbon Treaty; and of course there would be a lot of questions on high representative for foreign affairs, or elected chairman of the European Council I understand that; but, by starting to discuss this, to mentioning this, I am totally sending the signal that we already that we take for granted a yes in the referendum in Ireland, I can't say that! () I will await this moment that we have the referendum in place and that we have the signature from the Presidents, then we will move quickly to get a new Commission in place, but it has been very important for me that Jose Manuel Barroso has a clear mandate, because then he can engage in working with this important matters that I mentioned together with the Swedish Presidency'
