The city generates truckloads of cash from the film industry ( 3 films shooting at the same time a couple weeks ago ) , Rose parade , Rose Bowl etc. etc. ,
yet the city is broke , and the citizens keep getting shaken down via parking tickets , B.S. traffic tickets etc.
Try going to city Hall for some answers ( Like why you got a TEMPORARY No Parking zone ticket that only lasted for 6 hours ) , and you'll quickly find out that dealing with city hall is much like dealing with the D.M.V.

Pasadena is way over developed . You can drive anywhere in the city between the hours of 10 pm . to 6 am very easily . Otherwise....you're screwed . Add in the traffic light cheats , and the crosswalk cheats , and a jaunt across town can take you > 30 minutes .
I get the hell taxed outta me , but I still have to feed the meter to park in town .
Park on the street with no meter - $ 45. Annual parking permit - $ 100.
Yet the building continues ! ( Apts. @ Del Mar & Green streets ).
