Its not that at all, it is to provide safe flight of COMMERCIAL UAV in none segregated airspace(look at the website). UAV's have a use outside of spying, why would a farmer want to spend a fortune on an aircraft, learning to fly when a cheap UAV could do it, why have a manned flight for logitics when it can be automated (most flights are 90% automated) this is the sole purpose of ASTRAEA. It is not Big Brother spying on you, they already have CCTV for that ;-)

There is more to UAV's than spying on people, crop spraying, logistics, search and rescue. A UAV can fly in conditions that would be too dangerous for a manned vehicle, i guess that wouldnt make much of a story for the papers though ;-| ASTRAEA is concerned with flying UAV's safely for theese purposes.

Project ASTRAEA is concerned with the integration of unmanned aerial vehicles into the Uk Airspace with the sole intention of being used in police surveillance in the pursuit of criminal and 'Terrorist' activity.
