This is Kihon done at slight angles to the front by stepping forward (can also step back). This approach provides a realistic evasion common to the style and puts the defender in prime position to either use "blocks" as offensive tools (or use striking directly).
This variation in Kihon is also done with realistic attacks (those that penetrate the target, not stop 12" in front of you) thus there will be contact and the defender will have his/her foundation checked. When the defense "Uke" is done properly with kime, and a well conditioned karate body (and mind) there is very little that needs to be done following. Meaning the "block is defense/offense at the same time" this is old school Karate not modern sport.
