most of you are wrong. Kay he is right the councilor is the highest rank politically and military up until Halo 3 when the Elites branched off from the covenant. Creating the Covenant Seperatists (Elites). This made the councilor useless because they no longer spoke alongside the minor prophets where the arbiter was made the Leader because of all he did in Halo 2 to break free of the covenant. The shipmaster is almost like 2nd in comman because at the end of Halo the shipmaster obeys the arbiter

@Mukadez the elite council is the highest actually.... then ship commander and down and down.... technically the Arbiter is like a freelancer, he doesn't have a rank but he is revered as a "holy" Elite

You should be able to get the "arbiter" armor in multiplayer........ LIKE IF YOU AGREE

@Mukadez no the highest ranks are Imperial Admiral and Councilor and its shipmaster not ship commander

Elite Ranger has the Assault helm. :D Honor Guard Ultra doesn't have a helm. That's the real elite's head!!!!!!!!!!!!!!!!!!
