Yes, there is the individual’s choice. But it can't be simplified. Corporations and governments are people but it's not just the people, there's a mechanism (technocracy) in the dynamics of how people go about doing things in institutions. These establish certain limitations of choice. To go beyond the limitations is to really go through an individuation process (Jung). And that is in another realm of issues.
