Those are Lady Onyxia's Guards, the Lady near the king (the little kid) is actually Lady Onyxia you will learn about it more as you get near 60 shes a raid boss for Tier 2 Helmets, and its a long chain starts in Burning Steppes the quest name is "Dragonkin Menace" hope this helps : )
