Oh no, that was definitely Sephiroth. Maybe not the TRUE Sephiroth, but his will is so powerful, that he lives on. So powerful, his will alone can control Cloud, and almost any other link to Jenova.
The only weird thing about this scene... Notice that there is only one way onto that pavilion... How did Aeris's back get turned towards where Cloud just walked from? Did Cloud and her switch places?
