The movie timeframe takes place around 1970 at best. Stratogal died in 1957 yet she was around for Bob and Helen's wedding. 15 years later it's at least 1968-1970.

Most heroes dont wear capes. You got Batman/Superman who popularized capes but the Avengers, X-Men, most don't. This scene was an homage to the Alan Moore's "Watchmen" where Hooded Justice got his cape caught in a revolving door and was shot to death. In fact Incredibles is an homage to Watchmen, outlawing heroes, capes kill, A serial super killer masked as a corporate entity.
