In my experience, Ubuntu with Unity runs well on a 9-year old Pentium3 Dell with a burnt Video card that XP refuse to run on.
CPU load cannot tell anything. Linux and Windows have different power saving policy. Linux tend to restrict CPU clock to the lowest to save power. In my case, 90% of the time my PC run on 800MHz. That means a small task can occupy almost 50% CPU time, but in fact that's only 1/6 of the CPU's full power.
