Many birds are only capable of swallowing food items whole. Gulls are one such family. Others include herons, cranes, auks (murres, puffins), pelicans, and some galliforms (turkeys, quail, pheasants). It is a little myopic to label this bird stupid simply because of its natural tendencies.

What I saw was a seagull not remembering to fly over a fence to get to the other side. That's what I call classical dumbness.

....pieces which the other birds will take from it. It's actually smarter to swallow it whole if possible. I've seen seagulls swallow turkey legs whole before, I could hardly believe my eyes cause the bone was making a big lump poke out of it!

Their usual prey are fish, which slide easily down the throat. A fried chicken finger is rough and covered with scratchy breaded lumps, which probably hurts like hell to swallow whole. A bird is a bird. Their natural tendency is to swallow something before another bird snatches it. Smashing it against the ground would mean it would likely lost the food to another gull.
