I have having the same problem. From what I've been able to find, it's most likely the AC clutch that is locked. If you call a dealership, chances are they won't replace just the AC clutch, but rather the entire compressor - my dealership quoted my 900-1500 bucks. At that rate it would behoove me to just buy a new vehicle (2000 silverado - 188K). But I was able to find a place that will replace the AC clutch as they have the required "special" tools, going to call them as well.

After I changed my ac belt my truck started making a noise in the cabin , what should I do to fix any suggestions ? It was the ac belt ..

@1soccerkid If the belt is loose the belt tentioner may need to be replaced if it's not holding enough tension on the belt.
