Pinks used it in the first four seasons, but as the final season (2008) took place, they were racing up to seven times, so they had to discard the music, since on Pinks it meant the guy lost his car and has to give it away.
Pinks All Out is a different format and it's not about losing a car -- it's about winning $10,000 in 5-7 races. They also have Max Carl now doing the music himself.

Maybe initially they didn't have permission, but I remember seeing The Nadas live on at least one episode of PINKS. They don't use the song anymore and the show just isn't the same.
