Because it's an Older Elevator.
I bet this was Modernized in 1995.

The door close label is different.

Mitsubishi elevators are popular in Mexico, I have seen many of them there.

These 1st generation square buttons have higher beep pitches.

As with the non-stop button, you have to press the button while turning a key and holding it.

Their bells are great, although Mitsubishi makes the best! Too bad, they're only popular in Chicago and the West Coast.
