They are Selkup. "Torova" -- "Greetings" in Selkup. The children are getting bilingual educations, both in Selkup and Russian. A lot of effort has gone into the preserving the Selkup language, probably more so than any other indigenous language of Siberia. Hopefully, this will keep the language alive. Siberia is an UNESCO hot spot for the loss of language diversity. When you lose a language, you lose a culture. Hopefully, Russia will not lose this culture.

These costumes are the Nenets or Selkup, or some other Uralic people from western Siberia.

I also wonder about who they are. I agree the drummers clothes look "Samoyedic" but are they?
