I can see the good side of managed services - it means that things like IPTV and VoIP don't affect the connection - you can yap on the phone and watch IPTV without having to slow down BitTorrent first or mess about with QoS in your router. On the other hand, since there's no provision for limiting the capacity of said services, that can spell doom for the consumer - though IIRC, IPTV needs at least 3.5Mbps to function properly, probably a small part of the pipe FWIW.

There is nothing limiting the "managed services" capacity in the NOFA.

Are there any rules on how much bandwidth can go for managed services in proportion to public broadband?
