On the ps2 version the roof dont count I just gave up on these after the fail on the other and get almost all the hidden packages I said hell with 100%

finally managed to do this on iphone after about a million tries...only managed it because a yakuza car stopped at a red light and about 100 yardies flocked around the car and stood completely still...

I failed it after the first try. Apparently this game isn't like the others where you can try again if you fail it. I immediately realoaded the game from the last check point, which was right before I went on this rampage, and did so until I was able to pass it.
