In my FD the first arriving unit establishes command then passes it once a Chief arrives

In my departemnt the first one on scene is the ic and once an officer arrives we transfer command. I guess it all depends on your SOPS.

Hi, id like to know if I as a volunteer fire fighter, and i sometimes may respond POV to a fire scene, would I be able to call off as IC or only those with IC cert? Many times I'll respond by myself to a scene and im not able to pick up the truck so all i can do is await the oncoming unit. Im just wondering if I would be able to call off and make my POV the command post?
