I made this scroller using an old PS2 mouse, some wire, protoboard, a project box and the wheel and axle from a cheap R/C car. I use the software Volumouse to allow it to not only scroll web pages, but also control the Volume and screen brightness of my computer as well as allowing it to resize windows.

i havent seen a mouse in the past like 8 years that doesnt have a scroll wheel so it kinda seems to me like you could just take a usb mouse and program it to do the same thing or you could take the little wheel out and put it sideways if you needed it to scroll that way so badly
Here's another use for this: Arcade Machine Emulation. For example, the old game Tempest, where you would normally control your character with a rotary controller.
