Just to update she CAN jump from this setup even though theoretically she can't if it's timed absolutely perfectly. This does beat a sloppy teleport input and backdash attempts though.

@boru25 Dark Phoenix has a massively tiny life bar. Most Level 3's WITHOUT X factor can finish her off. Still, Haggar's is pretty nice.
