Measure B has 1/3 of the solar plan for L.A. excluding other building trades, uses older technology, gives one union, the IBEW control of all other unions by it setting all the requirements for outside union participation. 80% of the work installing solar panels (PV) is general contractor work not electrical, but the IBEW wants it all for themselves.
