@Balgass92 It's the Icom IC-7000 display, recorded with a standard PC video card with a composite input. The radio has a composite video output at the back. Audio is recorded with the sound card line in connected to the radio's sound/data out.

It's not a number station, it's an Emergency Action Message from Andrews AFB.
At 0:15 you can hear : "This is Andrews, out."

@SWL1409 Oh right, thanks for that. 'Numbers type' station using phonetics was what I meant to convey with the title. The poor guy is so bored there, he sounds mechanical!
That multipath echo is intriguing anyway, more so, now I know the location. There were no solar flares to my knowledge so it's unlikely to be auroral flutter. I'd guess multi-hop E and F layer at the same time, although going around the globe the long way isn't unknown on this frequency. Thanks again.
