'I am the president of the FBI (Americas top crime fighting agency) and I knew that crimes were being committed by two other U.S. agencies. I ordered any agents under my direct control to pull out & not get involved and then turned a blind eye to these crimes. I therefore failed to do my job due to my fear of the Bush administration'

Mueller's apparent Catch-22 is that the DOD and DOJ were suspected of illegal activity, FBI protocol demands it be reported to the DOJ. As if...as if the DOJ would find fault with itself...AS IF a DOJ created by Bush would find fault with itself.
