How can the lessons learned by a pre-Civil War Economist impact our understanding of early childhood development? In this TEDxTC Talk, Art Rolnick makes the case for the monetary value of educating at-risk youth.
There is still a moral tone to this whole argument. It doesn't convince people who want a personal return to invest in a program that gives public returns. Furthermore, no matter how much you focus on the direct benefits to the child, ignorant people will refuse to see that such programs are for the children, and not meant to "reward" the "failure" parent whom critics are scapegoating. I think you're only talking to people who already agree with you.
