I am pretty sure they would leave our comm. lines open. They have so many comm. systems themselves they would be covered. Also they need theirs to be encrypted. Otherwise this is the best vid of this I have seen.

Haven't you ever seen Survival under atomic attack? We don't leave the cities. We stay and fight. The enemy wants us to leave our cities empty and unproductive. If an emergency should come, our factories will be battle stations. Production must go on if we are to win.

@SuperVillaTube The alert tones are generated as part of the EAS receiver activation at whatever broadcasting facility is delivering your message.
Basically the codes sent out to announce and describe an emergency and the location of the warnings will produce those tones by default.
I don't have my references immediately handy, but the "how the system works" info is out there as publicly available.
