I think the reasons are more complex than made out to be. There are many tangible and intangible reasons for why companies make the decisions they do. Tightening credit standards could be the reason 28,000 fewer small business loans being approved in 2007. The list is extensive.
Companies do make decisions on hiring, firing, and expansion based on taxes. I'd just like to point out that there is more complexity to the puzzle than is pictured here. Also, consider non-corporate business orgs.
That's true only for some corporations. Many have to pay the full rate, especially the ones who don't have high-powered lobbyists to carve exceptions in the tax code for them.
Lowering the corporate rate while eliminating these credits and deductions evens the playing field for all of us.
And of course corporations don't pay taxes, they just collect it. We pay them as consumers, workers, and investors.
