The purpose of the award is to unite Portland's diverse international community and to celebrate the city's ties and trade relationships with other countries.

Iberdrola is headquartered in Spain not Portland. Their USA offices are in Portland, but still, they are a foreign enterprise with mostly foreign business and operations. There stateside operations are relatively new.
