The idea is that you don't have to wait hours for an inspector to become available and complete your test because they are busy performing repairs on another customer's vehicle. They only do inspections so you have the best chance of getting out quickly. At repair shops you are more likely to fail because the business can make more money from selling you repairs. SpeedEmissions does not perform repairs and it's in their best interest that you pass. They fail less than 10% of their customers.
