On Monday 8-8-11 Loretta Fuddy the HI Heath Department Director refused to comply with a subpoena issued by the US District Court, to allow Obama's original birth certificate to be examined by experts.

Given the three scenarios you present, I predict (as I expected of Dr. Taitz' visit to the Hawaii DoH) that those in possession (alleged or real) of Obama's long-form BC will stonewall and resist as long as possible. They have no choice.
At this point it's no longer simply a matter of protecting Obama; everyone who has purported to have seen a legitimate BC on file, and who has acted to keep any such document out of public view, will have become co-conspirators in massive fraud. ='[.]'=
