You can tell that guests two, nine, and eleven are rather deep sleepers. They're not fully awake when answering the phone.

Well, Ladybug Picnic first aired in 1971, and this Bellhop series comes from the mid or late 80s (I think 1988.)
By the way, how did you find out who the voice of the Bellhop was? I was a student of the animator who made these films----just before he was arrested and sent to jail, that is. ;[ But from the age your profile gives, you wouldn't have been in college in 2004, so were you otherwise acquainted with him or someone else from Sporn studios?

Gregg Berger is the voice of the Bellhop. Dunno who does the other characters' voices. The "writing" does kinda look like Klingon, as somebody else commented here earlier. BTW, do you suppose "Ladybug Picnic" aired when Gregg Berger was a kid? When he says "12" at the very end, it sounds a lot like the way Bud Luckey said "12" at the end of "Ladybug Picnic".
