MARC CSX engineers are required to stop prior to entering a station when operating on the "wrong" track, to let people cross in front of the train (most stations on this line have low platforms).

why did he stop first. then move up and stop again did he misjudge his speed

Perryville is on the Northeast corridor Amtrak line which is electric. This is either on the brunswick line or the camden line
